NYPD Police Commissioner Ray Kelly accepted gifts....Chief Dowd accepted gifts. I am suing Ray Kelly and the front of my lawsuit says NYPD fix crime like a Las Vegas Casino. The NYDN reported Chief Dowd as caught fixing crime and promoted up the ladder to head of IT Information technology to head 911.
This means Ray Kelly is Teflon Guilty my term --- Ray Kelly kept Chief Dowd in charge of 911 for over a decade when he knew zip about technology but Dowd's father was a high ranking NYPD so Dowd did not know it isn't okay to take gifts from a 911 Contractor?
If my lawsuit moves to trial which I doubt -- would a Judge give a pro se litigant asking for $50,000 wish I had asked for a lot more a trial I would call Kelly and Dowd for obvious reasons since my whistle blowing on 911 and Internal Affairs is part of the lawsuit and HP is referenced on the front page of the opposition to the City Dismissing my case.
It should be noted May 31, 2012 John Liu's press released called for a criminal investigation of 911 aka ECTP and Cy Vance refused to begin a criminal investigation as he should have to protect the Bloomberg administration and the NYPD. Before my lawsuit I wrote the AG investigative unit and note Cy Vance is not part of my lawsuit.

I am praying that some main stream media will out Cy Vance and Ray Kelly as well as the Bloomberg administration but for now they are protecting them all.
I complain about my attack and Vance not taking the case telling me I had to wait for Internal Affairs to contact him as well as his refusal to investigate 911 tech corruption and St Vincent's Hospital Crooks.

So it's no surprise to wonder if all this dealing with military contractors defense contractors and companies like Verizon are ways for top brass to get gifts money under the table future promises of sitting on boards where they can get funneled lots of money in my opinion... And include New York City government officials because it's not just the NYPD in my opinion or someone like Mike Bloomberg who just wanted entrée into the White House. Rudy wanted money and entrée into the White House in my opinion. CityTime was Rudy's gift and his deputy mayors turn lobbyist for SAIC do the math.
Reminder Ray Kelly appointed chief Dowd to head of technology 911 as an empty headed puppet yes man who would see no wrongdoing and took gifts from Verizon a contractor on 911 who is named in John Liu's press release audit May 31, 2012 calling for criminal investigation which the NYPD's protector and Bloomberg's = Cy Vance prevented from happening.
I am the only one to expose the fact the New York Police Department is hosting board meetings at least one for FirstNet I found the meeting held at 1 Police Plaza hosted by Bill Bratton and Dowd.
One police Plaza should not be a place to host board meetings.
