A high-ranking NYPD cop linked to a steroid scandal was found guilty during a departmental trial of using performance-enhancing drugs.

A trial commissioner recommended Deputy Chief Michael Marino lose a month's pay and be placed on probation for a year. Police Commissioner Raymond Kelly has the final say on discipline.

The trial commissioner issued the ruling yesterday, saying that Marino, who was second in command in Brooklyn North, used human growth hormone. Marino's name surfaced in 2007 when he was fingered as one of two dozen cops possibly tied to an illegal ring run out of Lowen's Compounding Pharmacy in Brooklyn. None of the cops faced criminal charges.

Marino, 52, admitted buying a topical steroid cream from the Bay Ridge pharmacy. The 31-year NYPD vet said it was for medical reasons unrelated to body-building. He was initially offered a deal where he would be docked 30 days' pay and get a year of probation. He vowed to fight the charges, but got the same conditional department sanction on Tuesday.

The NYPD supervisor caught in a 2007 steroids probe faces a 30-day suspension and a year of probation for abusing human-growth hormone, The Post has learned.

A departmental trial for Deputy Chief Michael Marino, 52, second in command of Patrol Borough Brooklyn North, resulted in the recommendation -- but the final decision on punishment will be made by Police Commissioner Ray Kelly.

Marino, a 32-year NYPD vet, was among two dozen cops who bought steroids and HGH from Lowen's Compounding Pharmacy in Brooklyn.

Marino volunteered for a drug test in 2007, which showed he didn't have steroids in his system.

Marino had a prescription for HGH, but the NYPD rejected his claim that the muscle- and bone-enhancing drug was medically necessary, according to sources.

He had obtained the prescription from Dr. Richard Lucente of Staten Island, who was under investigation for writing thousands of steroid scripts.

Marino did not return a call for comment. Since the juicing scandal erupted, the NYPD has instituted random steroid testing for all officers.

But the surveillance oversight board, called the Handschu authority, has not received a single civilian complaint since 2003. And one of the board's members is not surprised.

"We don't have any power to do anything. We can only make recommendations," said one of the board's members, private attorney John H. Doyle III.

Doyle was appointed by then-Mayor Rudy Giuliani, whose second term ended in 2001. He said the de Blasio administration has not contacted him about the board's role since the mayor's inauguration.

The three-person Handschu authority was created under a 1985 consent decree in a long-running lawsuit against the city. It has been virtually invisible since 2003, when federal Judge Charles Haight, at the NYPD's request, vastly expanded the department's surveillance powers and reduced those of the board. Instead of pre-approving police surveillance operations, the board is now empowered only to investigate civilian complaints about police violations of the Constitution.

Insisting he’s no racist, whistleblower, copAdrian Schoolcraft is accusing a topNYPD supervisor of “maliciously” claiming he used the N-word to bolster a bitter legal fight.

 

Schoolcraft asked Manhattan federal Judge Robert Sweet last week to remove a controversial sentence from a March countersuit filed against him by Deputy Inspector Steven Mauriello. The sentence quotes Schoolcraft as saying that officers at the 81st Precinct in Brooklyn, which Mauriello previously commanded, “just worked together, so we wouldn’t have to work with any n—–s.”

 

In an April 7 legal filing, Schoolcraft’s lawyer, Nathaniel Smith, claimed that the racist comments in the countersuit were “maliciously inserted without any legitimate purpose.”

 

Mauriello’s lawyer, Walter Kretz, said Sunday that Schoolcraft was “not misquoted and there is nothing alleged maliciously.” He claimed a recording proves Schoolcraft used the slur.

 

In his $2 million counterclaim, Mauriello alleges Schoolcraft drummed up bogus complaints about wrongdoing at the 81st because he wanted to punish his ex-commander. He filed the countersuit in response to a $50 million lawsuitSchoolcraft filed claiming he was forced to spend time in a mental ward after saying cops at the 81st fudged crime stats.

Delita Hooks false criminal complaint was sealed in under one year along with the group of NYPD involved in the crime of coercing me to drop charges.

The corrupt cops met with my attacker not me.  Delita Hooks special corrupt NYPD detectives never bothered to contact me.  I still do not have both their names and badge numbers.

Det John Vergona lied to me and lied in an email stating he would go over to the office and interview everybody -- never happened.

Corrupt Det Vergona talked with my attacker and identified with the violent liar Delita Hooks even telling me not to contact him or her again -- that is how corrupt and dirty Det John Vergona now retired thanks to corrupt Internal Affairs and Lt Agnes who IAB sgt Decker told me would interview everybody and that never happened.  Lt. Agnes wrote allegations unfounded and refused to answer my phone calls.

When I called and asked for lt. Agnes supervisor I was told he does not have one.

His allegations were bolstered by affidavits from detectives, not parties to the suit, who gave sworn statements that then-deputy Chief Joseph Reznick had referred to Griffin as a “rat” during a discussion about overtime.

They also said then-105th Precinct squad commander Lt. Michael Miltenberg had stated, “There’s a rat among us,” while staring directly at Griffin during a staff meeting, according to court papers.

Reznick was recently named by NYPD Commissioner Bill Bratton to head the bureau that investigates corruption and misconduct in the department.

A former Brooklyn police detective who claimed his career was ruined after he was labeled a “rat” by other detectives in his squad will receive a $280,000 settlement from New York City.

The lawsuit by the former detective, James E. Griffin, offered a look at the retaliation that police officers can face for reporting allegations of misconduct to the Internal Affairs Bureau. In his case, Mr. Griffin said he had found the word “rat” scrawled on his locker and that other detectives in the 83rd Precinct’s detective squad in Bushwick refused to work with him. Although he switched units a couple of times, the reputation followed him; he was ostracized in each new unit, he claimed.

The retaliation began, Mr. Griffin claimed, after he called Internal Affairs in 2005 about a fellow officer who, he believed, was trying to frame him in an internal inquiry into a homicide case that his squad had mishandled.

He said he was forced to retire in 2009, his career in shambles. In a lawsuit filed in Federal District Court in Brooklyn in 2010, he accused the Police Department of violating his First Amendment rights, among others; the case was settled last week.

In a statement on Tuesday, the city’s Law Department said the settlement was not an admission of wrongdoing but “was in the best interest” of the city.

Reached by telephone on Tuesday, Mr. Griffin, who now works in the security field, said he agreed to settle the case because he wanted “to put it behind me and move on.”

I'm very happy for this retired officer because I'm sure he suffered an awful lot I'm suffering I'm in terrible pain and I also am having problems with my vision I don't believe I'll ever put it behind me I don't believe they'll ever be compensated the way I should be. 

I do not believe the New York Police Department and internal affairs have a moral compass and even human decency to take responsibility for their role of what they did to me and are still doing to me...
