Advocates for black and Hispanic police officersblasted Police Commissioner Bill Bratton on Tuesday for allowing high-ranking chiefs swept up in a massive corruption scandal to retire with their pensions, claiming that scores of minority rank-and-file officers in trouble with the department were not given the same courtesy.

“Bratton had no compassion for our officers,” Anthony Miranda of the National Latino Officers Association said in a press conference with Civil rights attorney Norman Siegel outside 1 Police Plaza.

Miranda demanded an independent commission to investigate the corruption scandal, much like the Knapp Commission investigated NYPD corruption in 1970.

“We have lists of officers who were never afforded this kind of opportunity,” Miranda said. “Where was this compassion to our officers?”

As the “pay to play” corruption probe into the NYPD continues, several high-ranking members of the department caught up in the scandal — but not charged — have been allowed to retire with their pensions, but they had to give up hundreds of thousands of dollars in accrued vacation time. The retirees were also given a “good guy letter” which makes it easier for them to carry firearms and get other employment.

Maribel Diaz, 46, wished her husband Manuel Mateo was afforded the same luxury.

In 2009 — before Bratton took office — Mateo, a 10-year NYPD veteran, was accused of receiving a bribe and was ultimately fired for giving false testimony. Mateo was not allowed to keep his pension or get a good guy letter.

“It was really bad,” Diaz said, standing next to her daughter Mallory, age 9, and Ryan, 12. “At one point we were going to lose our home.”

So far, 11 cops — including several inspectors and chiefs — have been either transferred or stripped of their guns and shields in the gifts-for-favors probe involving Orthodox Jewish businessmen. None of the officers are black. Three are Hispanic. On June 20, three of the officers were arrested on federal charges.

An NYPD spokesman said the department had enough agencies looking over their shoulders.

“The NYPD is subject to an unprecedented level of external independent oversight,” the spokesman said. “All officers are treated the same for both minor and major infractions.”

Cops in one Brooklyn precinct were sued more than twice as many times in federal court as police officers in the city’s second most-sued precinct over the past year, a new study reveals.

Cops in the 75th Precinct in East New York were sued 47 times from June 2015 through May 2016, the Legal Aid study showed.

Officers in the next most-sued precinct, the 73rd Precinct in Brownsville, were sued 19 times.

“This indicates to me there is a huge problem in the 75th Precinct,” said City Councilwoman Inez Barron, who represents East New York.

Citywide, police officers were sued 966 times in federal court during the same period, the study found.

Counting lawsuits filed in state court, the NYPD is sued roughly 4,000 times a year, city Law Department officials said.

Lawsuits filed in state court could not be easily broken down by precinct because electronic court records are not as easily available as in federal court, Legal Aid officials said.

Cops in the 6th Precinct in Greenwich Village and the 81st Precinct in Bedford-Stuyvesant were each sued 16 times, while officers in the 79th Precinct, also in Bedford-Stuyvesant, was sued 15 times.

The study was made public at a City Council hearing regarding a bill which would require the city to more closely track and analyze lawsuits filed against the NYPD — and publicly release information on those lawsuits every six months. The information would include the basics about each case and the amount of any settlement that was reached.

The number of lawsuits filed against the Police Department has dramatically increased over the past decade, City Councilman Vincent Gentile said. In fiscal year 2014, the city paid out more than $216 million to resolve claims against the NYPD.

Cynthia Conti-Cook, a staff attorney with the Legal Aid Society, said the bill should be broadened to also track more details about each claim, including the type of force used and any disciplinary action taken.

While the city Law Department testified Tuesday in support of the bill, neither the NYPD nor the Inspector General overseeing the department showed for the hearing — something that caused consternation among the City Council committee.

“It's unfortunate that they weren't here,” said Council member Jumaane Williams. “They should have been here.”

A city Department of Investigation spokeswoman declined to comment. The NYPD did not immediately respond to a request for comment.

The Legal Aid study showed that in those lawsuits where the race of the plaintiff was listed, 82% of plaintiffs were black and just 2% were white.

Nearly 40% of the lawsuits were about incidents that happened in Brooklyn, while 25% took place in Manhattan.

Claims of false arrest were made in 759 of the federal lawsuits — or 78.5%. Plaintiffs claimed they went to the hospital in 64% of the lawsuits.

Thirty-two of the lawsuits involved allegations that cops mistreated people who were video- or audio-taping them.

Eleven of those incidents took place in Brooklyn, and 10 in Manhattan.

File a Complaint w/ Bratton and CCRB Det 01 Precinct Det Squad

CCRB is still corrupt mostly forwarding complaints to the Chief of Dept which is like Internal Affairs, CCPC, NYPD IG, Integrity Bureau = pure corruption -- cases where your complaints and allegations will die until the FBI occasionally make the Internal Affairs do their job.

I just filed a complaint with CCRB against First Precinct Det Squad woman Det working under Lt Roy.  She hung up the phone on me.

I am asked the where abouts of Sgt Chen.  I wanted to make sure he was not returned to the 01 Det Squad.  He was moved with a day of two of service and I wanted to confirm he was not rotated back.

At all times under Ray Kelly and Bill Bratton the identities and badge numbers continued to be hidden like Klu Klux clan members and the NYPD det squad behavior this afternoon at 1:39 is just like under Lt Angelo Burgos and Sgt Chen -- violation of CPR which does not instill public trust.  The NYPD still sound like they have a lot to hide.


Before she hung up on me -- I asked is this the Det Squad -- Is Sgt Chen there.

Do you know where he works.

She wants to know who wants to know.

I say someone who is a citizen -- don't I have a right to know or is this like the mafia?  She hangs up.

Like the many DAs post the RAMOS case Preet Bharara and the NY FBI are pretending it is not citywide when in fact it is.  Fixing and favors go on every day for celebrities, politicians -- look at Senator Diaz's NYPD daughter not fired or arrested -- that is fixing and favors but the NYPD and DA did that because they didn't want the wrath of Diaz and his son wants to be mayor.

I finally found a Det John Vergona who said on his facebook page he lives in Manhattan but I checked it a FB friend who confirmed he lives on Staten Island and his other FACEBOOK Friends are Det Andy Dwyer Delita Hooks evil corrupt Detective who participated in lying in police reports and the threats and coercion directed at me including Delita Hooks signed letter to the NYPD threatening me and how I found Det John Vergona to serve him in NY State Supreme court since 1 Police Plaza refused service for retired Det John Vergona is the fact he is married to Susan Balzan Vergona so I was able to track him down and have a process server serve him at his home in Staten Island but the biggest shock was seeing his and Andy Dwyer's faces and see they are facebook friends with NYPD PO Eugene Schatz and his partner Tommy Moran.  Schatz was the first cop I reports to internal affairs and just a few blocks from where I was attacked.  I left a message for Det Tommy Moran that Schatz is bad and the next morning I got an email with a fake account telling me I am a bad artist and gay bashing me.

Four Judges never looked at the video and listened to the audios proving the NYPD violated my rights and also broke the law including coercion and lying in police reports.  Besides coercion Det John Vergona was verbally violent and yelled at me YOU ARE GOING TO DROP THOSE CHARGES (not it was plural charges) OR I AM GOING TO ARREST YOU!.

The defense lawyer in Federal Court handed in some police reports not understanding they incriminated her clients proving my case underscoring the NYPD lied and Internal Affairs as guilty protecting the corrupt NYPD and Delita Hooks who both lied during an open investigation so both Delita Hooks and the NYPD and Internal Affairs lying including in written documents like Delita Hooks SIGNED letter openly threatening me to her corrupt NYPD fixer are serious crimes.

Two NYPD officers, a sergeant and a police fixer were arrested this week on federal corruption charges, as part of a deep investigation into allegations that cops were accepting bribes in exchange for NYPD escorts, gun licenses, and other favors. This week, the NY Post spoke interviewed a prostitute who says she was hired as part of a successful ploy to bribe cops with group sex. The details served up by the tabloid are, naturally, lurid.

Gabi Grecko, 27, told the Post she was hired by a pair of NYC businessmen to have sex with two cops—NYPD Deputy Inspector James Grant and now-fired Detective Michael Milici—and three other men while onboard a flight to Vegas in 2013. Grecko says she dressed up as a "sexy stewardess," and was led to believe her job was to "[sit] on people's laps and [drink] with them," though she ended up doing a little more than that. "I was doing it while they were in their seats," she said. "It was me on top the whole time. Front, behind, side. They all seemed really comfortable to take their pants off in front of each other and laugh about it. It’s like they’d done this before."

Brooklyn consultant Jeremy Reichberg, who was also arrested this week, was allegedly on the plane. “He wasn’t really part of the action. He was just like setting it up and watching. He got serviced for part of the time, but he was mostly just egging it on and saying nasty comments, instructing me what to do sexually,” she said. "He’d call me a dirty  s_l_u_t  while smacking my ass." Grecko added that she wasn't a huge fan of the gang. "They were really creepy and very rude and offensive," she said. "One of them told me that I wasn’t giving a good blow--job,"

The point of all this, aside from providing some tabloid fodder, is that Grecko is cooperating with the feds in their investigation into Grant and Reichberg, the latter of whom served on Mayor de Blasio's inaugural advisory committee. Investigators say that Reichberg and Manhattan real estate investor Jona Rechnitz invited Grant and Milici on a trip to Super Bowl XLVII in Vegas, and hired Grecko to come along with them on the $59,000 jet, paid for by Rechnitz. Rechnitz also allegedly paid for the cops' rooms and meals. In return, Deputy Inspector Grant allegedly performed “numerous official acts” for the two men. 

Grecko, meanwhile, was only paid $1,500 for her services—she says Grant handed her the money when he dropped her off in Harlem after the trip, and explained to her that the cops would have paid her more if "our team" had won the Superbowl. “I was really offended, but I didn’t really argue with him. I was really tired. I was just, honestly, really glad the weekend was over and that he was dropping me off. It was one of the worst things that ever happened to me. I was just overcome with relief that it was over.”

It is not confirmed whether Grecko will be called as a witness at a corruption trial. In other news, the Post did a deep dive into her "garish" past, so there's that.

NYPD Commissioner Bill Bratton defends decision to promote captain accused of enforcing discriminatory practices

The city's top cop on Friday defended his decision to promote a captain who has been accused of forcing minority officers to arrest more blacks and Hispanics.

NYPD Commissioner Bill Bratton said Capt. Constantin Tsachas, 50, the commanding officer of Transit District 32 in Brooklyn, was set to be promoted Friday to deputy inspector because he has “the requisite skills and comes highly recommended.”

“I have full faith and support in him,” he added. “This department does not engage in quotas and does not push its officers for activity that’s inappropriate.”

Bratton went on to slam a group of police officers who sued the NYPD alleging they were punished by their commanders for not arresting enough people of color.

“This is a department that focuses on reducing crime and violence,” he said. “It’s unfortunate I have some conscientious objectors in the organization who don’t want to do police work.”

The class action lawsuit accuses the NYPD of operating a quota system. The officers’ lawsuit was dismissed in federal court but they have filed an appeal.

“They lost in court and they will lose again,” Bratton said Friday.

One of the cops who have sued, Edwin Raymond, worked for Tsachas. He blasted Bratton’s comments.

“A conscientious objector doesn’t join in — I’m here,” Raymond said.

“I have a significant amount of arrests. I even made an arrest when I was in the academy before I got my gun. If I was a conscientious objector, I would be hiding in a transit room instead of riding the trains and apprehending perpetrators.”

Raymond claims that Tsachas tried to ruin his career because he wouldn’t arrest more minorities.

Officer Michael Birch secretly recorded Tsachas saying, “You describe to me who’s committing the crimes, you’re fully aware of it, and you’re not targeting those people.”

Bratton defends letting disgraced cops retire with pension

Police Commissioner Bill Bratton defended the practice of giving out pensions to scandal-scarred NYPD officers on Thursday, insisting it would be unfair to their families to take them away.

“A pension is also earned by the family, a family of that person who is at work and away from that family,” the top cop said during a press conference.

“So we have to think long and hard . . . Effectively you may be depriving the individual of the benefit of it, but you’re also depriving the wife, the children, family members

The Post reported earlier this week that Deputy Chief John Sprague and Inspector Peter DeBlasio, both of whom were placed on modified duty over corruption allegations, were quietly reinstated so they could retire with “Good Guy Letters,” which make it easier for ex- cops to obtain a carry permit and help them land new jobs.

Without addressing the reinstatement, Bratton said he’d rather they retire than continue collecting full salaries while on modified duty.

“Under the current law . . . they are entitled to file for retirement and retire,” he said.

“If they are to  retire, [I’d rather they] retire now rather than keeping them on the payroll where I can only use them on modified assignments.”

Deputy Commissioner of Legal Matters Larry Byrne said it’s ultimately not up to the top cop to decide whether they can retire with pensions or not.

“We can’t stop that . . . there’s no ability to deny them their pension or medical coverage absent a criminal conviction,” he said.

Mayor de Blasio rails against NYPD officers busted for being 'cops on call' for mayoral donors

Mayor de Blasio railed against the high-ranking NYPD officers busted for being “cops on call” for two deep-pocketed mayoral donors on Thursday.

But he made it clear that none of their shenanigans started under his watch, or under Police Commissioner Bill Bratton.

“These instances began before Commissioner Bratton and I were in office, and the U.S. Attorney said very affirmatively they had nothing to do with City Hall, they had nothing to do with me,” de Blasio said during a press conference in the West Village, where the NYPD outlined the city’s security plans for Sunday’s Gay Pride March.

On Monday, three high-ranking NYPD officers, along with Brooklyn businessman Jeremy Reichberg were hit with federal charges that they traded gifts for favors.

The arrests came as part of a wide-ranging probe by Manhattan U.S. Attorney Preet Bharara, who is examining bribery within the NYPD ranks and fundraising by the mayor.

Bharara said Reichberg, a Brooklyn diamond merchant, had "cops on call" in exchange for hookers, hotel rooms, fancy meals and other gifts.

Both Reichberg and financier Jona Rechnitz — who has already pleaded guilty and is cooperating with investigators — contributed heavily to de Blasio's campaign or non-profit.

The criminal complaint says the two businessmen held massive sway over the NYPD and had a role in making sure their cops on call got promoted — something Bratton found especially troubling.

"That is very disturbing to me,” Bratton said. “It is a significant part of the investigation ... It is something we do not tolerate."

Promotions and transfers should be based on merit, “not someone calling in a favor,” Bratton said.

De Blasio said that the disgraced officers broke a vow to the city.

“I think anyone who takes an oath of office, whether they're an individual police officer or a chief or an elected official has an obligation to the people,” de Blasio said. “A small group of people violated that oath. They’re all bad apples and they're going to pay the price. Anyone who says, ‘Oh I didn't know I couldn't take a trip to Las Vegas’ is lying."

He spoke even more bluntly with Brian Lehrer on WNYC, calling the pay-to-play allegations “disgusting.”

“It obviously was illegal, it was wrong, and they got caught," de Blasio said on the radio show Thursday morning — his first public comments about the arrest. "I'm shocked that they were senior police officials, because they obviously were not following the law in a very egregious way.”

"They're all going to suffer very real consequences," the mayor said.

De Blasio said Reichberg and Rechnitz were “immoral people engaging in illegal acts," but he said there were no red flags when the donors were vetted by his campaign in 2013.

He stressed that Bharara has said there are no allegations against the mayor's office, including in the latest charges.

"I know nothing like that, that happened on the City Hall side," he said. "It's night and day."
