Returning from a luncheon celebrating his retirement, the division’s then commanding officer, Deputy Inspector Henry Krantz, was hit with administrative charges, accusing him of granting favors to people applying for pistol permits. A favored connection was the Israeli consulate, where 200 to 300 permits were said to be issued to Israelis. “We don’t really know who they are,” a police source said at the time. 
Meanwhile, the feds were running a parallel investigation of Krantz’s friend and retired fellow deputy inspector, Charles Luisi, who had allegedly accepted hundreds of thousands of dollars of freebies from professional gun dealer Michael Zerin. Zerin had ties to the highest levels of the NYPD: i..e. Bill Bratton. 
When Bratton, then in his first tour under Rudy Giuliani, retired in April 1996, he sought a lightweight .38-cal pistol. Zerin provided it, along with a holster and ammo. 
That fall, as Bratton considered a mayoral run against Giuliani, someone realized he hadn’t paid Zerin. An aide maintained to this reporter that Bratton had paid for the gun with an American Express card but that Zerin had never processed it. Early in 1997, nearly a year after he received the gun, Bratton sent Zerin a check for $600. 
The Hasidic community has also been a trouble spot for the NYPD. Because Hasidics vote as a block, many politicians seek their support and often provide preferential treatment. Invariably, such treatment involves the police.

The most racially poisonous preferential treatment came from former Mayor Edward I. Koch, who provided the Lubavitcher Grand Rabbi Menachem Schneerson of Crown Heights with a police escort for his weekly visit to the grave sites of his wife and father-in-law. When in 1991 a Hasidic driver in the rabbi’s entourage lost control of his car, leading to the death of a seven-year-old black child, three nights of rioting in Crown Heights followed. The rioting included the retaliatory fatal stabbing of a visiting Hasidic scholar. 
Twenty-five years later, two Orthodox Jewish wheeler-dealers — Rechnitz and Reichberg [plus characters like Lichtenstein] — are part of a federal investigation into whether NYPD officers accepted gifts from them. Besides allegedly providing freebies to the cops, the two are donors to Mayor Bill de Blasio, who like the NYPD, is now in the feds’ crosshairs.

I called One Police Plaza to see if Chief Reznick was head of Internal Affairs still -- I was transferred to personnel, than to the chief of dept -- I think -- I had identify myself over and over and yes they finally confirmed he is still there.
Both Pulaski and Campisi would have been forced to retire next year when they turned 63, the NYPD’s mandatory retirement age, the sources said. It’s unclear whether they will be reassigned or forced to retire.

	Dear Friends: PROP continues its range of activities/strategies aimed at ending the NYPD's abusive & discriminatory quota-driven "broken windows" policing: Court Monitoring  Here are summary findings from our most recent court visits documenting the blatantly racist effects of the NYPD's current arrest practices: 4/15 Manhattan Court: ** Out of 11 cases, 11, or 100%, were people of color. ** Out of 11 cases, 11, or 100%, walked out of the court room.  ** Charges included: possession of marijuana in the 5th degree; suspended license; possession of a weapon in the 4th degree; disorderly conduct; & theft of services (farebeating). 4/7 Bronx Court: ** Out of 26 cases, 25, or 96.2%, were people of color. ** Out of 26 cases, 22, or 84.6%, walked out of the court room. ** Charges included: open alcohol container, disorderly conduct, suspended license, possession of marijuana in the 5th degree, theft of services (farebeating). 3/24 Brooklyn Court: ** Out of 20 cases, 17, or 85%, were people of color. ** Out of 20 cases, 20, or 100%, walked out of the court room. ** Charges included: suspended license; open alcohol container; possession of marijuana in the 5th degree; loud car exhaust. Stories Here are vignettes that PROP has recently written up as part of our determined effort to demonstrate the harm that "broken windows" policing inflicts on New Yorkers of color every day: ** Bronx court 4/7/16 -- Officers approached a Latino man late at night while he pumped gas into his car. They searched his car without asking permission or explaining why. The officers turned up nothing in the vehicle, but did find a marijuana cigarette in the pocket of the man's friend who was sitting in the car. They arrested the 2 men, charging the car's owner with marijuana possession & driving with a suspended license even though he had no drugs in his possession & his driver's license was in good order. The man pled guilty to disorderly conduct, a "violation" not a "crime". When asked why he pled guilty when he had done nothing wrong, he replied that he couldn't afford the time involved in returning to court multiple times. ** Man court/4/14/16 -- Officers arrested a middle-aged black man, charging him with "theft of services" or farebeating. The man refused to accept a lesser plea offer -- the judge released him with a date assigned for him to return for a bench trial. When asked why he didn't accept the plea deal, the man said that he hadn't done anything wrong. Here's his account: he helped a handicapped man who used a walker down the steps at the subway station at 116th Street & Lexington Ave. He then swiped himself in & saw that the handicapped man was having trouble getting his walker through the turnstile. So he helped the man by opening & letting him through one of the emergency gates. The officers then arrested him for farebeating. ** Man court/4/14/16 -- Officers arrested a Latino man, charging him with possession of a weapon in the 4th degree. They had pulled him over & searched his car without an explanation & found a pocket knife in the vehicle's glove compartment. Swipe It Forward Day - On a day in May, PROPers & their allies will carry out targeted actions at 2 subway stations, one in Manhattan & one in the Bronx, where many farebeating arrests take place & swipe people in. We will distribute hand-outs explaining that these arrests are now the highest category of arrests that the NYPD conducts -- over 29,000 last year, 92% people of color -- & that these arrests are one major way that the City & the NYPD criminalize low-income New Yorkers of color. More than 200 people — including a fleet of politicians — rallied outside City Hall Thursday to demand that lawmakers pass new police reform bills.

The demonstrators called on the City Council to take action on a pair of measures known as the “Right to Know Act.”

The bills would require cops to formally identify themselves during stops — as well as get proof of consent when searching individuals without probable cause.

“It’s about building the trust, so they can do their job, and we can trust them while they’re doing it,” said Councilman Jumaane Williams (D-Brooklyn).

The bills have yet to be scheduled for a vote.

Bill Bratton Note to #NYPD Sgt took scandal scarred Lt Exam

To the Sergeants who took the 2015 Examination for Lieutenant, Exam # 5535:

As you know, a lawsuit has been filed by a small number of sergeants who took the exam, requesting that it be invalidated and that no promotions be made from the list. The City Law Department is defending the case. Yesterday it informed the plaintiffs that it is the New York City Police Department’s intention to begin making promotions from the eligible list. The NYPD and the City will now wait to hear whether the court will allow or prohibit this.

With regard to the test, the Department of Citywide Administrative Services (DCAS) has certified the list of eligible promotes. Because it was certified, that decision cannot be revisited, and the list will not be revised. I know this is unwelcome news for those sergeants whose scores were in the high 60s.

Questions have been raised about this exam. The Department has begun to investigate those questions over which it has jurisdiction. Other questions must be left to other controlling agencies, such as DCAS and the Department of Investigation (DOI).

The NYPD’s investigation is centered on officers’ requests to take the exam on makeup dates, and the validity of those requests. We have already discovered inconsistencies in several requests. The individuals who made those invalid requests will not be promoted.

The following is the Department’s intended course of action relative to Exam 5535:

1) The NYPD will proceed with promotions from the active list for Exam 5535, unless prohibited by the court.

2) The NYPD reminds sergeants promoted from the list that their rank of Lieutenant is probationary for one year after promotion.

3) The NYPD will continue to investigate the nature of excusal requests associated with Exam 5535.

4) The NYPD will work with DCAS to end Saturdayexaminations, thus removing the need for most excusals.

5) The NYPD will cooperate with DCAS and DOI in any investigations they conduct.

I am sending this in order to ensure that the information you receive about the exam is accurate and timely, and not shared piecemeal through the media or third parties. As frontline supervisors and indispensable members of the Department’s operations, you deserve no less, and I will continue to keep you apprised of new developments if they occur.
