I called up the PBA when the NYPD rape cop story broke with Moreno who had heroin in his locker at the 9th and I was referred to Commish Kelly. I was told by the PBA spokesperson that moral issues and weeding out bad apples is Kelly's problem not the PBA's.
Well The NYPD has how many criminals that have been caught and often thanks to Federal Agencies getting involved.
Occupy Wall Street has hours of video of NYPD disobeying NYPD protocol refusing to identify themselves or making up a fake name and badge number.
I have a playlist of the NYPD Intelligence Division including Mike Bloomberg and Christine Quinn's keystone cops -- refusing to obey NYPD protocol -- that is simply identifying yourself when a civilian asks you.
Also NYPD clearly do not know the law -- there are too many that just don't know the law or are willfully obtuse. OWS videos prove NYPD violating protocol and basic civil rights and ignorant or willfully obtuse re: public spaces.
That is one reason we have the largest amount of illegal arrests in NYC gov history under Bloomberg and Kelly and Bloomberg prides himself on education when he has NYPD that do not know the simple abc's of the law.
Look at NYPD top brass violating the law when it comes to public spaces and sidewalks.

And there is the problem. The NYPD Internal Affairs Bureau and the NYPD Investigations Bureau is as crooked as it gets. Their main role seems to be tormenting the members of their own department who have angered or annoyed the brass. Look closely at what agencies have busted REAL criminal cops, I.e. gun runners, drug dealers, etc. and it becomes very clear that these criminals are most often caught by outside agencies. State police departments, Federal law enforcement agencies, etc. Rarely does the NYPD's own internal agencies catch real criminals.
